Research shows that many farms, packhouses, and food manufacturers will implement traceability systems only when forced by retailers (or regulatory bodies) to the minimum extent required. Less than 20% of farm , packhouse, food manufacturer will implement traceability solutions voluntarily to a significant extent. Most traceability systems being implemented are indirect copies of European models with their origin in BRC, EurepGAP (now GlobalGAP) and other European standards. Implementation of traceability systems in North America (Canada and USA) has been very slow, with the current driving force being the Produce Traceability Initiative (in fresh produce) and the USDA, FDA, and Canadian government in other food industries. "We all have the same customers," says Rob Doughty, Burger King's vice president for strategic communications. He is referring to the people who buy meals at his company's quick-serve restaurants, who also are the ultimate customers for processors, packers and producers of meat and dairy products. Participants throughout the food-supply chain have come to realize the need for addressing consumer priorities. The industry has lacked, however, a market-based mechanism for providing uniform standards and verification processes for the entire supply chain. That is why Doughty says his company participates in VeriPrime, a member-owned service designed to deliver commercial food safety assurance by setting and verifying standards across the food-supply chain. VeriPrime launched its service for the beef industry in September 2003 and for the pork industry shortly after that. Eventually, the program could cover a wide range of agricultural commodities, according to Scott Crain, DVM, founder and CEO of VeriPrime. This program aims to bring industry segments together to seek consensus on management practices and protocols that effectively protect food safety, Doughty says. In addition, it provides a mechanism to help foot the bill for processes known to add value. The need for standards and identity preservation Doughty says his company's research shows growing consumer demand for clear assurances regarding food safety, quality and animal welfare, backed by source and process verification showing compliance to identified standards. He says retailers and foodservice operators "are the most visible and exposed to consumers, but the most removed from livestock production." The retail and foodservice sector, therefore, needs to communicate the consumer's message back through the supply chain and work with other industry segments in developing standards. Bill Jorgenson is executive vice president for global sales and marketing with FoodOrigins, a division of Deere & Co. that is developing a new generation of systems for tracking and managing agricultural commodities from farm to plate. He agrees that consumer demand is the primary force driving these issues. "The end-user sets the standards, and the supply chain reacts," he says. The next driving force is public policy, with several new laws and policy proposals pushing food production increasingly into the realm of regulators. These policies include:  The Public Health Security and Bioterrorism Preparedness and Response Act of 2002. This law required that all food companies develop compliance plans and register with the FDA by December 2003.  Mandatory country-of-origin labeling, with the USDA's draft rule now under review.  The U.S. Animal Identification Plan, which, as proposed, would require premises ID for livestock operations by July 2004 and individual identification for all food animals in commerce by 2006. The primary goal of this program is rapid containment of animal disease.  International trade regulations, such as the European Union initiating traceability laws and Japan restricting imports from countries with BSE in the past three years. Meanwhile, Jorgenson says commercial standards are moving rapidly toward tighter controls and identity preservation for agricultural commodities. Wal-Mart will require RFID on every pallet or shipping box from its top 100 suppliers by the end of 2004 and from all suppliers by 2006, making tracking possible into stores. Food wholesaler Sysco plans to have complete traceability in place for meats before the end of 2004.
